The ID card came in for marriage visa holders and overseas students, as many have noted this is a way to introduce it with little opposition, the target demographic have little ability to resist and the racist media routinely ignore their rights anyway. Sold under the guise of cracking down on immigration (always popular with the hard of thinking) this is a classic manoeuvre from the State.
Meanwhile seeing this photo I just have to wonder why they smile while next to a woman who made rape victims pay to have their own rape investigated. Or is power all that matters?

Hopeless, after trying to shore things up with his speech he does a Blair and chums up with the most extreme right wing stupid American bigot he can find. The only excuse to be seen smiling in a photograph with her is if at the time you were serving her a subpoena.
